Internet Transparency Disclosure
WinDBreak Cable strives to provide consumers with accessible, easy-to-understand information about Internet Broadband Disclosures and the services we provide, so they can make informed decisions about which services best meet their needs. Consistent with that goal, we have established this page as a single place where consumers and others can access and review the relevant policies, agreements, and other information about our broadband Internet access services.
Additionally, the Federal Communications Commission (FCC) requires that WinDBreak Cable and other providers of broadband Internet access services disclose certain information regarding those Internet services. The information required for disclosure under the FCC's rules is found below and in the various policies and documents listed on this page. To assist you in finding the information you're looking for, we highlight below information that the FCC specifically calls for in the Open Internet Disclosures.
Network Management Practices
WinDBreak Cable does not discriminate against lawful Internet content, applications, services, or non-harmful devices. The paragraphs below provide an overview of WinDBreak Cable network practices with respect to its Internet access services.
Blocking
WinDBreak Cable does not block or otherwise prevent end user access to lawful content, applications, services, or non-harmful devices. WinDBreak Cable does engage in reasonable network management practices described below and in our Acceptable Use Policy.
Throttling
WinDBreak Cable does not degrade or impair access to lawful Internet traffic on the basis of content, application, service, user, or use of a non-harmful device. WinDBreak Cable does engage in reasonable network management practices described below.
Affiliated Prioritization
WinDBreak Cable does not directly or indirectly favor some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, to benefit an affiliate.
Paid Prioritization
WinDBreak Cable does not directly or indirectly favor some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, in exchange for consideration, monetary or otherwise.
Network Management
WinDBreak Cable manages its network with one goal: to deliver the best possible broadband Internet access service to all of its customers. To further this effort, WinDBreak Cable uses reasonable network management practices that are consistent with industry standards. WinDBreak Cable uses various tools and techniques to manage its network, deliver its service, and ensure compliance with the Acceptable Use Policy and the Customer Agreement for Residential Services. These tools and techniques are dynamic and may change frequently. Network management activities may include identifying spam and preventing its delivery to customer email accounts, and detecting malicious Internet traffic and preventing the distribution of, or inadvertent access to, malware, phishing, viruses, or other harmful code or content.
WinDBreak Cable currently does not maintain a separate system to assist with managing times of congestion. As our network technologies and usage of the network continue to evolve, we reserve the right to implement a new congestion management system if necessary in the performance of reasonable network management and in order to maintain a good broadband Internet access service experience for our customers, and will provide updates here as well as other locations if a new system is implemented.
Application-Specific Behavior
WinDBreak Cable provides its broadband Internet access service customers with full access to all the lawful content, services, and applications that the Internet has to offer. WinDBreak Cable does not block or rate-control specific protocols or protocol ports (except to prevent spam, malicious attacks, and identity theft), does not modify protocol fields in ways not prescribed by protocol standards, and does not otherwise inhibit or favor certain applications or classes of applications.
Device Attachment Rules
Many devices are approved to access our broadband Internet access service. In order for a cable modem device to be approved for use on the network, it must pass CableLabs certification, UL certification, FCC certification, and device testing covering areas like DOCSIS performance, security certification, and integration with network and systems. From time to time WinDBreak Cable may "end of life" certain cable modem devices or cease permitting those devices to attach to the network for network management and security reasons.
Security
WinDBreak Cable employs a number of practices to help prevent unwanted communications, such as spam, and protect the security of WinDBreak Cable customers and network. We limit the number of login, SMTP, DNS, and DHCP transactions per second (at levels far above "normal" rates) that customers can send to our servers in order to protect them from Denial of Service (DoS) attacks. (We do not disclose exact rate limits in order to maintain the effectiveness of these measures.)
Performance Chracteristics
WinDBreak Cable provides residential and commercial customers with a choice of data plans to meet their needs. WinDBreak Cable also provides enterprise level services that are custom tailored to a specific project and individually priced based on the needs and criteria established by the enterprise customer. WinDBreak Cable offers the following services and typical speed ranges:

WinDBreak Cable Internet service is provided as a "best effort" service and we have provisioned your service to meet the maximum speeds as advertised. However, Internet usage can be affected by many variables across multiple networks and the usage you experience may be lower than the maximum speed provisioned.
The actual speed that a customer will experience depends upon a variety of conditions, many of which are beyond the control of WinDBreak Cable. These conditions include but are not limited to:
- Performance of a customer's computer, including its age, processing capability, operating system, number of applications running simultaneously, and the presence of any malicious software.
- Type of connection between a customer's computer and modem. For example, wireless connections may be slower than direct wired connections into a modem or router.
- The distance packets travel between a customer's computer and its final destination on the Internet.
- Congestion or high usage levels at the website or destination.
- Performance of the modem, router, or other equipment the customer may have installed.
Speed tests which allow customers to test the upload, download and latency performance of their broadband data service are available free of charge from a number of Internet sources. Generally, these tests are influenced by the same variables that affect Internet speed set forth above. Accordingly, the speed results would not be expected to match a test of WinDBreak Cable network conducted under laboratory conditions. Please note, however, that all speed tests use different methodologies to calculate Internet connection speed so each of the tests would be expected to yield different results. Each of these tests should be viewed as a helpful guide rather than as a definitive measurement of performance.

WinDBreak Cable Internet broadband Internet access services may be subject to promotional rates. Additional fees, such as for equipment rental, installation, and early termination, may apply. WinDBreak Cable currently applies "data caps", usage thresholds, or other forms of usage-based billing.
